Chairperson of committee of chairpersons, leads the Free State Legislature delegation on Day 1 of NCOP week site visits in Matjhabeng Municipality.
Welkom, 18 September 2024 – Free State Legislature delegation led by the Chairperson of Committee of Chairpersons, Hon. Thabo Meeko, joined and participated in the Day 1 of NCOP Site Visit to various projects in Matjhabeng Municipality. Delegation also included Hon. Zama Sigwebela, Hon. Roy Jankielsohn, Hon. Malefane Msimanga, Hon. Jafta Mokoena, Hon. Janse van Vuuren and Hon. Oupa Khoabane.
Today’s visits focused on several key projects:
- SAPS Odendaalsrus Police Station: Noting that the refurbishment remains incomplete after three years due to contractor changes, leaving the facility in a deteriorated state.
- Lebone School – Thabong: This school for learners with special needs is closed to
completion at 97%.
- Thandabantu Clinic – Thabong: Project nearing completion with final touch-ups and utility connections expected to be completed by December 2024.
- Kopano Hospital Complex – Welkom: Noting that the facility is currently in a state of dilapidation and being converted into a residential complex. The project faced delays during its cycle.
- G Hostel Construction: Designed to accommodate 700 people, this project has
also been delayed due to contractor changes and substandard work but is
progressing under new management.
The NCOP team led by leader of delegation, Hon. Mapule Dhlamini, will continue their oversight visit tomorrow in Mangaung Municipality.

Free State Premier, Hon. Maqueen Letsoha-Mathae joined Day 2 of the Ncop Week Site Visit In Mangaung Metro Municipality, Mangaung.
Bloemfontein, 19 September 2024 – Today, the National Council of Provinces (NCOP) delegation led by Hon. Mapule Dhlamini, was in Mangaung, Bloemfontein for Day 2 of its site visits to key projects in the province.
The Premier, Hon. Maqueen Letsoha-Mathae, true to her well known hands-on approach, joined, participated and gave a a true depiction of an accountable government. The Premier was joined by the MEC for Community Safety, Roads, and Transport, Hon. Jabu Mbalula.
The following projects were visited by the delegation that includes:
▪️Tweespruit Road Construction Project:
The project started in December 2022, and has faced significant delays. The initial contractor completed only 3 km of the road. Although the project remains unfinished, a new contractor has now been appointed to resume work towards the completion of the road.
◾️Thaba Nchu Piggery Project:
The Piggery Project initiated by the Mangaung Metro Municipality and the Department of Agriculture has faced significant setbacks. Currently, only an incomplete structure remains, which is deteriorating due to vandalism and neglect.
◾️Botshabelo Waste Water plant:
The Botshabelo Waste Water Treatment Plant is undergoing a major upgrade to double its capacity to address the needs of a growing population. However, the project has encountered significant delays due to vandalism and cable theft, which has hindered progress and affected service delivery.
◾️Bloemfontein Taxi Rank:
Bloemfontein Taxi Rank Project, a R400 million initiative, has faced significant challenges. The facility remains unused due to unresolved structural and engineering issues. Taxi operators have consistently raised concerns about narrow pathways and congestion, leading to a boycott of the taxi rank.
◾️Dark/Silver City Housing project:
According to reports, delays in the Dark/Silver City housing project are mainly attributed to contractor issues. The construction is stalling due to the performance of the contractors involved in the project. The matter remains unresolved.
◾️Parkway SAPS Construction:
The incomplete construction of the Park Road Police Station in Bloemfontein is significantly hindering service delivery. According to reports received, the long delays in this project has left the community without adequate police facilities, impacting on response turn-around time and overall public safety.
