About Us

The Free State Legislature is one of the nine provincial legislatures in South Africa. It is the highest law-making body in the Free State, constitutionally mandated to pass provincial laws, exercise oversight over the provincial government, and facilitate public involvement in its processes of law-making and oversight.

The Free State Legislature consists of 30 Members, elected every five years through a party list proportional representation system. The Legislature is led by the Speaker and Deputy Speaker, who preside over sittings. The Premier and Members of the Executive Council (MECs) are appointed from the 30 Members and are accountable to the Legislature for their activities in the provincial government.

The 7th Term of the FS Legislature (2024–2029) includes the following political parties:

  • African National Congress (ANC) – 16

  • Democratic Alliance (DA) – 7

  • Economic Freedom Fighters (EFF) – 4

  • Freedom Front Plus (FF+) – 1

  • uMkhondo weSizwe Party (MKP) – 1

The Legislature facilitates public participation through avenues such as:

  • Public hearings for law-making.

  • Submissions to committees.

  • Attending sittings and committee meetings.

  • Sector parliaments for various groups.

  • Submitting petitions.

The FS Legislature is based in Bloemfontein, the capital of the Free State Province, located at 41 Charlotte Maxeke Street, Southern Life Plaza Building. Residents may attend sittings or committee meetings, and details are available on the official website: www.fsl.gov.za.

The Free State Provincial Legislature is the arm of the State that has been mandated by the Constitution to make laws for the province. It derives its mandate from Section 104 of the Constitution of the Republic of South Africa Act 108 of 1996. All laws passed must be in line with and not contravene the Constitution of the country.
The Legislature is a vital and essential institution for democracy since it is where the people of the province make their voices heard in the Law-Making Process. This happens through the Public Hearing processes where the Bill gets outlined and communities are given a chance to input on the Bills to make it more suitable to them without contravening the Constitution.

In terms of political representation the Free State Legislature comprises of thirty members elected in terms of the tenets of national legislation – meaning, there are thirty seats in the Free State Legislature to be proportionally occupied by thirty elected political party representatives.
